Managed Document Review and Technology Assisted Review for Litigation

Washington DC, Maryland, Virginia & Nationwide

Pro-Legal Services, Inc. provides managed document review services, legal document review, and technology assisted review for law firms, corporate legal departments, and government agencies. Review is normally the largest single cost in a document-heavy matter, and it is where defensibility is most often won or lost. We staff, train, and supervise dedicated review teams against a written protocol, so the output is consistent across reviewers and the process can be explained if it is ever challenged. We build the privilege log as review proceeds rather than reconstructing it from coding decisions at the end.

How a Review Is Staffed and Run

Every engagement begins with a review protocol agreed in writing: responsiveness criteria, privilege standards, issue tags, and the escalation path for ambiguous documents. Reviewers are trained against that protocol before production work begins. Quality control runs continuously through sampling, second-level review, and reconciliation of inconsistent coding decisions, with privilege review handled as a distinct pass rather than folded into first-pass work. A dedicated project manager reports progress, throughput, and exception volumes throughout. We have run review on datasets measured in terabytes without changing that approach. We also settle the clawback posture and the privilege coding conventions before first-pass review begins, because a log assembled afterwards from inconsistent coding is how a production becomes a dispute.

Technology Assisted Review and AI-Assisted Workflows

Review technology is a ladder, not a single product. TAR 1.0, or classic predictive coding, trains a classifier once against a fixed seed set. Continuous active learning, commonly called TAR 2.0, retrains continuously as reviewers code and is the method most matters should default to. Generative AI review layers a large language model relevance scorer on top of that. We deploy all three on Relativity, RelativityOne, and Questa, our proprietary in-house platform, alongside AI privilege review and AI redaction. Each tier reduces the population a person has to read, which is where the cost actually sits.

Validation and Defensibility

Choosing a technology does not discharge the obligation to show it worked. We document the review protocol, run elusion testing against the null set, and report precision and recall at a stated confidence level and margin of error, so the result can be defended rather than merely asserted. The approach is built around FRCP 26(g) reasonable inquiry and designed to be described to opposing counsel during ESI protocol negotiation. Where the matter warrants it, we recommend counsel obtain a Rule 502(d) order before production begins, because clawback protection is far cheaper than a privilege fight.

Controlling Review Cost

The cheapest document is the one never reviewed. Early case assessment, de-duplication, de-NISTing, date filtering, domain exclusions, and search term analytics reduce the review population before review rates apply. For multilingual matters we provide foreign language document review and machine translation post-editing, using light post-editing for triage and full post-editing by certified legal linguists for anything that will be produced or relied on as evidence. Clients moving to Pro-Legal typically see eDiscovery costs fall by 20 to 30 percent against their prior vendor invoices, and because review is the largest line item, it is where most of that reduction shows up.

Review sits in the middle of a longer process. Pro-Legal handles the forensic data collection and ESI processing that precede it and the defensible production that follows through our eDiscovery services, converts paper records into reviewable sets through legal document scanning and litigation copying, and supports foreign-language matters with certified legal translation.

Based in Arlington, Virginia, minutes from Washington, D.C., Pro-Legal delivers managed document review for litigation teams across Washington DC, Maryland, and Virginia, including Bethesda, Rockville, Silver Spring, Baltimore, Annapolis, Arlington, Alexandria, Fairfax, Tysons, Richmond, and throughout Northern Virginia and the DMV.
