A contracting officer screens for three things before reading a word of your capability narrative: are you registered, what have you actually delivered, and can you be bought on the vehicle in front of them.
Pro-Legal Services, Inc. is a government litigation support contractor based in Arlington, Virginia — a small business, minority-owned, registered and active in SAM. We work as a prime contractor and as a subcontractor to other primes, and we are comfortable in either seat.
What follows is the short version of a capability statement. It leads with delivery rather than with a service list, because delivery is what gets screened.
Past performance
Federal multi-custodian production. A federal agency required eDiscovery for a multi-custodian production. We performed forensic data collection from 32 sources, processed 1.9 terabytes of ESI, and stood up a review platform while maintaining full chain of custody and SOP compliance throughout. The response was delivered defensibly and on time.
800,000-page digitization. A federal agency required digitization of 800,000 pages under strict indexing and reporting requirements. We completed the scanning and indexing one month ahead of schedule and 28 percent under budget, meeting every agency quality and reporting standard.
Those two references are the argument. Almost no vendor in this market publishes quantified past performance at all, which is why we lead with it.
Core capabilities
- eDiscovery and ESI management — forensic collection, processing, hosting, culling and analytics
- Document review — trained non-attorney reviewers working to agency or counsel protocol, typically twenty to thirty percent below conventional review cost
- Records digitization and indexing — high-volume scanning, structured indexing, quality reporting and load-file delivery
- Production and redaction — defensible production to the specification in the task order, redaction across image, text and metadata, and redaction logging
- Certified translation and multilingual review — ATA-certified staff translators in house, with a signed certificate of accuracy where a document goes into the record
- Trial support and exhibits — hearing and trial sets, exhibit indexing and demonstratives
Prime or sub, and why it matters which
As a prime we hold the task order, manage the schedule and report to the COR directly. As a subcontractor we work under a prime’s quality system and reporting cadence, inside their deliverable format, and we are used to being the capability a prime does not have in house rather than the company whose name is on the contract.
Both are normal for a company our size. A small business that will only prime is a small business that cannot be teamed with, and a vendor that will only sub has no past performance of its own. Being credible in both seats is the point.
How we work inside an agency’s process
We build to the agency’s SOPs rather than asking the agency to adopt ours. Indexing schemes, naming conventions, reporting cadence, QC thresholds and delivery formats are set by the contract, and we build to them. Status reporting runs at whatever interval the COR requires, in whatever format the file plan specifies.
Controlled unclassified information is handled under the applicable CUI requirements and the agency’s own handling instructions. Originals stay in our Arlington facility unless the agency directs otherwise, and where a collection cannot be moved, we work on site.
Why an independent is often the cheaper answer
We are an independent company minutes from the District. There is no national sales organization to carry, no reseller margin on the platform, and the review platform is ours rather than licensed — which is why agency work with us generally lands under what the large primes charge for the same scope.
That is a structural cost difference, not a discount. It does not disappear when the task order gets bigger.
